The United Kingdom and France Plan to Send Forces to the Country in the event that a Peace Deal is Reached

The London and Paris have formalized a declaration of intent concerning the stationing of troops in the nation should a ceasefire be concluded with Moscow, the British leader, Starmer, has declared.

Following discussions with Kyiv's partners in Paris, he noted that the UK and France would "create military hubs in various parts of Ukraine and build protected facilities for arms and equipment" to deter any future invasion.

The coalition members also suggested that the America would take the lead in monitoring a ceasefire.

Russia has consistently cautioned that any external forces in Ukraine would be considered a "valid objective", but has so far not commented on this new declaration.

Context and Ongoing Conflict

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the start of last year, and Russia currently controls about 20% of the country's land.

"This is a vital part of our vow to be alongside Ukraine for the long-term," commented Starmer.

Top officials and senior officials from the "Partner Group" participated in the Paris negotiations.

Speaking at a shared media briefing, Starmer noted: "It creates the pathway for the legal framework under which British, French, and partner forces could operate on Ukrainian soil, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the years ahead."

The British leader also stated that London would be involved in any US-led confirmation of a possible cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior American diplomat Steve Witkoff remarked that "long-term defense assurances and robust prosperity commitments are vital to a enduring ceasefire" in Ukraine – alluding to a key requirement made by Kyiv.

He indicated the partner nations had "mostly completed" their work on establishing such assurances "so that the Ukrainian people know that when this war ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also was involved in the talks.

At the same time, President Macron Emmanuel Macron said that Ukraine's allies had made "major progress" at the negotiations.

He noted that "robust" defense assurances for the Ukrainian government had been settled upon in the instance of a prospective ceasefire.

President Volodymyr Zelensky said that a "significant development" had been made in Paris, but cautioned that he would only consider efforts to be "enough" if they culminated in the end of the conflict.

Last week, Zelensky indicated a peace agreement was "90% ready". Finalizing the remaining 10% would "shape the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the heart of key disagreements for negotiators.
  • Moscow has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to end the war.
  • Kyiv has thus far ruled out surrendering any territory, but has suggested that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Moscow currently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The original US-led 28-point peace plan that was widely leaked to the media last year was viewed by Ukraine and its EU supporters as being heavily skewed in Moscow's direction.

This sparked a period of high-level negotiations – with the involved parties trying to revise the draft.

Recently, The Ukrainian government submitted the US an updated framework – as well as separate documents describing possible security guarantees and arrangements for Ukraine's reconstruction, Zelensky stated.
